Action in Community Through Service (ACTS) announces its West Safe House project has been included in the final Fiscal Year 2026 Transportation, Housing and Urban Development, and Related Agencies appropriations bill passed by Congress (THUD). The project was submitted through the Congressionally Directed Spending process with support from the Offices of Senator Mark R. Warner and Senator Tim Kaine.
Inclusion in the FY 2026 THUD bill positions ACTS to move forward with reopening the West Safe House, a long-closed domestic violence shelter serving survivors and children in Prince William County. The disbursement of funds will occur through the appropriate federal executive branch agency, with notifications expected by May 31, 2026. The notification was issued by the offices of U.S. Senators Mark R. Warner and Tim Kaine, confirming ACTS’ project among those approved for federal support. [Congressionally Directed Spending – Community Project Funding] The actual award amount is $1,780,000.
Dr. Stan Jones, Chief Executive Officer of ACTS, said, “Since arriving at ACTS, my most profound goal has been to reopen the West Safe House. This award moves that goal into action. It restores a safe place for survivors of domestic violence and sexual assault and strengthens the safety net for our neighbors in crisis. This is a legacy investment for Prince William County.”
The West Safe House project supports emergency shelter, safety planning, counseling access, and pathways to long-term stability for individuals and families fleeing violence. ACTS has served the community since 1969 and remains the primary provider of domestic violence and sexual assault services across much of the county.
Earnie Porta, President of the ACTS Board of Directors, added, “This outcome reflects years of persistence, strong partnerships, and clear community need. The Board is grateful to Senators Warner and Kaine for their leadership and to the ACTS staff who carried this request forward. Reopening the West Safe House fulfills a responsibility to survivors and reinforces ACTS’ role as a trusted community anchor.”
ACTS will continue to coordinate with federal partners and will provide updates as the funding process advances. Internal notifications to staff and the Board of Directors are underway, followed by broader community communications.
