Battalion Chief Todd Lupton receiving EMS Award

City of Manassas, VA . . . Battalion Chief Todd Lupton, with the City of Manassas Fire and Rescue Department, received a 2013 Northern Virginia Regional EMS Award. B.C. Lupton is recognized as an Outstanding EMS Administrator for the Northern Virginia Region. These awards are given to an individual or agency that exemplifies outstanding dedication and service to Virginia’s EMS system.

Battalion Chief Todd E. Lupton began his career with the City of Manassas in November2011 and brought with him more than 17 years of experience in Fire and Rescue. As one of the first Manassas Fire and Rescue Department Battalion Chiefs, Lupton was tasked with overseeing the EMS program. Using his leadership and management skills, Lupton brought order and cohesiveness to the EMS program which includes the City of Manassas Fire and Rescue Department, the GreaterManassas Volunteer Rescue Squad and the Manassas Volunteer Fire Company. He also actively recruited a new Operational Medical Director (OMD) to serve on behalf of all three organizations within the City of Manassas.

Battalion Chief Lupton has improved EMS reporting, negotiated a new EMS Billing contract for the City and coordinated a new contract for the lease of new life packs and AEDs for all City medical vehicles. Under his leadership, the City of Manassas has instituted an in-house Continuing Medical Education (CME) program that keeps Fire and Rescue staffup-to-date on the latest advances in medical care. Chief Lupton also created one internship program, endorsed by the Operational Medical Director, for Advanced Life Support (ALS) and Basic Life Support (BLS) interns.

Battalion Chief Lupton serves as Chairperson of both the City of Manassas Fire and Rescue Service Quality Assurance and EMS Protocol Standing Committees and serves as the liaison between the City and the OMD. He serves as an adjunct faculty member for the EMS Program at Lord Fairfax Community College and as an instructor for the American Heart Association and the American Academy for Pediatrics.
