For more than two decades, Dr. Rebecca O. Sinclair has been a steady, compassionate force in Greater Prince William, ensuring that healthcare reaches those who would otherwise be left behind. An internal medicine physician, Dr. Sinc\clair is a 2026 Prince William Living Influential Women Award nominee for her lifelong commitment to expanding access to care, strengthening community health systems, and advocating for the most vulnerable among us.

Dr. Sinclair currently serves as Medical Director of StreetLight Community Outreach Ministries, where she provides comprehensive medical care to underserved adults, including individuals experiencing homelessness and low-income residents across Prince William County. Through StreetLight, she supports programs that offer supportive housing, a hypothermia shelter, prevention funds, and grocery distribution, addressing not only medical needs but the underlying social factors that affect health outcomes.

Her leadership has shaped healthcare access across the region. As a former Program Specialist for the Commonwealth of Virginia, Dr. Sinclair led statewide efforts to increase COVID-19 vaccination rates among underserved populations, coordinating mobile clinics and partnerships with local agencies during a critical public health moment. Earlier in her career, she served as Medical Director of the Prince William Area Free Clinic, where she helped design sustainable healthcare infrastructure, secured more than $1.35 million in grant funding, and strengthened services across several clinics serving uninsured residents of Prince William, Manassas, and Manassas Park.

Dr. Sinclair also played a pivotal role in the creation of the Primary Health Care Van Project, bringing mobile medical services directly to schools and shelters, and she continues to serve on several committees, including the Medical Advisory Committee for Sentara Northern Virginia Medical Center. Her work consistently bridges gaps between nonprofits, hospitals, faith-based organizations, and public agencies to ensure coordinated, patient-centered care.

Those who work alongside her often describe her service as both professional and deeply personal. One colleague shared, “This is her passion, truly her calling. Dr. Rebecca Sinclair is truly one of the kindest people I have ever known.” That spirit of compassion is reflected in her hands-on approach, from detailed chart reviews to ensuring patients have access to medications, food, transportation, and education needed to manage their health with dignity.

Dr. Sinclair’s influence lies not only in programs built or grants secured, but in the trust she has earned within the community. For more than 25 years, she has led with integrity, perseverance, and an unwavering belief that quality healthcare is a human right. Her nomination recognizes a legacy of service that has improved lives, strengthened systems, and made Greater Prince William a healthier, more compassionate place for all.
