Ellen Chang, CPS, Bridges Program Coordinator was honored by the South Atlantic Region of Soroptimist International of the Americas with its Ruby Award for her work with the Bridges program within the Prince William County Department of Social Services.  She was nominated for this award by Soroptimist International of Manassas.

Ellen Chang Region Ruby Award WinnerBridges is an outreach and education program conducted in all of the county’s high schools.  The program strives to break the multigenerational cycle of teen pregnancy by providing education and counseling and bringing a wide range of services directly to pregnant teens and teen parents.  Chang empowers young women to take positive control over their lives.  She provides case management and group education/support sessions at area high schools that help stabilize their lives and work towards a self-sufficient future.  Chang helps to ensure that young women continue their education, meet their basic needs such as child care and health care, and improve their parenting and life skills.  Additionally, she works with adolescents to prevent subsequent pregnancy and develop post high school plans.

Chang began her career in Michigan as a counselor for women and children who were the victims of domestic violence.  Her work continued in Northern Virginia as a residential counselor in a group home and an adoption and foster care placement counselor with Catholic Charities of Arlington County.   While leading the Bridges program, Ellen has served on a myriad of organizations dedicated to the support of women including:  Healthy Families Early Head Start, the Northern Virginia Infant Mortality Review Board, the Prince William County Resource Mothers Program and the Prince William County Pregnancy Prevention Coalition.

The Ruby Award is given to women who make extraordinary differences in the lives of women or girls and whose work inspires and encourages other women.
