Manassas City Police Promotions, Swearing-In and Award

During the City Council meeting on Monday, Sept. 9, 2013, the Manassas City Police Department (MCPD) promoted two members, swore-in two new officers and presented a plaque to Master Police Officer Hogan for winning first place in the over 50 division of the Steel City Motor Skills Competition.

The City welcomes two new officers to the Manassas City Police Department. Officer Brittany Alexander is a graduate of Osbourn High School who received a Bachelor of Science in Criminal Justice from ECPI University. Officer Chris Sutton graduated from the College of William and Mary with a Bachelor of Arts in Government.

Promoted during the ceremony were Lieutenant T.P. Laguna promoted to Captain and Senior Police Officer D.W. Hylton promoted to Sergeant.

Captain Laguna, a graduate of Osbourn High School, began her 19-year career with the MCPD as a dispatcher. She has a Bachelor of Science in Administration of Justice and a Masters of Public Administration, both from George Mason University. Captain Laguna is a graduate of the Professional Executive Leadership School and the FBI National Academy.

Sergeant Hylton has been a Manassas City Police Officer for eight and a half years. He is a certified general instructor, firearms instructor and a field training officer. In 2010 he received the Honorable Service Medal and has been the MCPD Employee of the Month seven times.

At the recent Steel City Police Motor Skills Competition in Pittsburgh, PA, Master Police Officer Hogan earned first place in the over 50 division. This is a three-day event held to test the skills of motor officers. This year’s attendees included officers from Virginia, Pennsylvania, Ohio, South Carolina and Ontario, Canada.
